Sheboygan Police ID owner in frozen collie case

The woman arrested for allegedly leaving her collie frozen to the sidewalk overnight has been identified by Sheboygan police as Alice M. Bigler.
Bigler, 59, of 1520 John Court, is accused of leaving Jiffy her 11- or 12-year-old border collie mix outside as temperatures plunged to the single digits Wednesday night into Thursday morning. Officials have said the morbidly obese dog survived due to layers of fat.
The dog weighs 120 pounds, about three times what it should, according to Carey Payne, shelter manager for the Sheboygan County Humane Society.
Bigler was issued an ordinance violation for animal neglect, and is scheduled for a Dec. 22 court appearance, according to the Sheboygan County District Attorneys Office. A criminal charge of misdemeanor animal neglect may be filed at that time.
The male dog was freed by Payne and two other Humane Society employees, who poured warm water over its back end. The dog is now recovering at the humane society.
The owner told police she tried to get the dog inside but was unable to, and instead checked on the dog every few hours, police said. The temperature dipped to 6 degrees overnight, according to the National Weather Service.
